How can I enable an admin to view all user folders?

As admin, I would like to be able to view the user folders.

What version of Cells are you using?

Pydio Cells Home Edition 4.4.12

What is the server OS? Database name/version? Browser name or mobile device description (if issue appears client-side)?

Docker, MariaDB, Firefox

What steps have you taken to resolve this issue already?

I don’t understand where I would enable this function?
