Cannot Create Local Users After connecting to LDAP

Hello

I connected the Pydio to LDAP and it reads the AD Users correctly.
but when I want to create a user in local storage. , after entering the password and pressing enter, the new window opens and its all white.
when I am not connected to LDAP , it works!
Pydio is installed on IIS

Pydio >> Settings >> Authentication >> Secondary Instance : should be DB
