Microsoft Smartscreen reports the Pydio installers and executables downloaded from the Pydio site as unsafe.
As a user I have reported the files as safe. Pydio developers can report their files to Microsoft for analysis here, and read the FAQs here

Thanks you for the report.
For now the cells-sync is built with a container therefore we do not directly build it on windows.
I will ask the devs if we can add something in our pipeline to sign the cells-sync executable for windows.
