I’ve dozens and dozens of versions containing no visible change (empty config --diff), but log-message is Update mailer valid config. Can this be avoided?

`cells config versions` cluttered by `Update mailer valid config`

fyi, the first issue (config versions cluttered) is fixed in 2.1
